Biological Surveys & Evaluations
Federal and State Endangered Species acts, Clean Water Act, California Fish and Game Code, and other federal and state laws are designed to regulate activities affecting plants and wildlife, their habitats, and other natural resources. The designated regulatory agencies require permits to proceed with actions impacting species or natural resources.
KEC assists clients with permit applications and securing agency permits, including, but not limited to:
§ Clean Water Act Section 404 nationwide and individual wetlands permits (U.S. Army Corps of Engineers)
§ Clean Water Act Section 401 water quality certifications (Regional Water Quality Control Board)
§ Sections 7 and 10(a) incidental take permits and Habitat Conservation Plans (U.S. Fish and Wildlife Service)
§ Streambed Alteration Agreements (California Fish and Game Code Sections 1601 and 1602
Designed in direct consultation with the client, these studies determine species' presence on project sites, minimization, avoidance measures and mitigation needs.
Conservation planning can occur at several scales and be conceptual or rooted in a specific area or issue.
In conservation planning, biologists evaluate and describe the current situation and create specific objectives and prescribe strategies to achieve objectives. Then plan and implement methods to measure success to create an iterative, adaptive management cycle.
Prescribe specific actions based on research,
previous management, ecology or economic
need. Examples include: grazing management
plans, fire management plans and restoration plans.
Cartography & Mapping
Develop graphical elements to assist with
planning and implementation.
Consists of pre-construction and construction monitoring,
documenting species occurrences and provide minimization, avoidance measures, and treatment heavy equipment supervision and direction, landowner contacts, interagency coordination, team meetings, grazing coordination, fencing, prescribed fire and fuel reduction and utilizing Global Positioning Systems and Geographic Information Systems to map key project elements.
Restoring, enhancing or reclaming species natural habitat involves replacing species formerly occupying a site, or removing invasive species to protect native species and restore ecosystem services and function.
